2000 SEASON

GOVERNING BODY

The league officers are the President, Vice President, and the Secretary/Treasurer and they are the members of the Rules Committee, which governs the conditions under which the competition is to be played, along with the USGA rules of golf. The responsibilities of the league officers is as follows: President - Chair of the Banquet/Awards, and Events committees; Secretary/Treasurer - maintenance of all league records, preparation and distribution of season schedule, player roster, and league standings sheets to all members, and serving as financial officer by maintaining all fiscal records of accounts receivable/payable. The league officers are elected at the awards banquet and all members are eligible to serve as officers. The success of the banquet, quality and number of prizes, and any simultaneous events that may take place during our rounds of golf depend greatly on the level of participation by members willing to provide assistance. Please consider this when the Vice President contacts you about serving on one of those committees.

MEMBERSHIP

The O.U. Men’s Golf League is comprised of university men who must be in one of the following categories: (1) current, continuing members in good standing (2) employees (3) retirees, (4) currently enrolled students, (5) employee spouse’s and (6) other affiliates (e.g., President’s Club members). The number league teams, in any one season, are not to exceed 16. The maximum number of players is 48 (32 regular players and 16 designated subs).

LEAGUE FEES

An entrance fee of $90 per team shall be paid to the league secretary/treasurer no later than April 13TH. Each team will consist of two primary players and a designated sub. Each team will pay two greens fees and a $90 league fee to the secretary. This fee is non-refundable except to individuals who were unable to become members due to a full roster. The league fee is to be used for the end-of-the season trophies and awards, and to cover any miscellaneous league expenses. As compensation for his service office, the league secretary/treasurer is exempt from greens fees. All officers will pay the league fee.

Group Rate: The cost of greens fees is $260. Optional cart is $130 for the season.247. Charges for greens fees and riding cart is $390.260.

Fees are forfeited for dates that league play is officially canceled. All fees to cover the sixteen-week season are to be paid in full by April 21st.

The 2000 season begins on Tuesday, May 2, and ends on Tuesday August 29 with a total of sixteen weeks of play. (There will be two dates of no play, June1, and July 27). The season schedule will be determined by the number of teams in the league. The 2000 schedule will be:

Each team will consist of two primary players and a designated sub. Each team will pay two greens fees and a $90 team league fee to the league.

Players must tee off within their scheduled times, 4:00-4:56 p.m. Scrambles will be cumulative with the same foursome playing each leg of the scramble. At the beginning of the season, the league secretary will distribute to each member a schedule of play, a membership list and a copy of the league bylaws.

METHOD OF PLAY/SCORING

Regular league play: Competition will be ‘stroke play’ and will be played on a handicap basis. Handicaps will be based on 90% of the average score minus par of the best 3 rounds out of the last 5 rounds played. Returning players will continue with their handicap from last year. New members (who do not already have a handicap on file with the league) will have an established handicap by the third week they play.

All players and subs must have an established handicap by the 6th week of play. Players need three nine hole scores to establish a handicap. Players may turn in up to three nine

hole score card for the front nine of Katke Cousins. Players may have to pay for there own greens fees to establish there handicap round. The first standings report with all players handicaps, will be available to all members prior to the sixth week and then BI-weekly after that. Standings and statistics will be available on the Leagues Web Page.

Awarding of points: There will be 18 points possible per round. Two (2) points will be awarded to the team that has the lowest combined net score for a hole. In case of a tie, each team will get 1 point. There will be a maximum stroke score of 10 on any hole. After a player has made 9 strokes and has not holed out, he must pick-up his ball and mark a 10 for his score on that hole.

ABSENCES AND FORFETITED POINTS

When a team member is absent they are assessed a 4 stroke penalty which is added to their average score to establish their "blind score" for the round. When both members of a team are absent they automatically forfeit any points for that match. The opposing team, which must have at least one team member present, will play against the blind scores (players averages plus 4 strokes each) of the absent team players.

If the Golf Course is officially closed due to inclement weather, the round could be made up by Friday of that week. The foursome will arrange a tee time with the golf course and turn in the score to the league secretary no later than Monday. The person making the tee time should indicate that it is a league make up game. The Golf Course will not charge a greens fee Wednesday, Thursday or Friday.

Any member absent from league play for three (3) consecutive weeks, without sufficient excuse being sent to the secretary in writing, shall not be eligible for further league play.

Sufficient excuse, as used herein, shall be deemed to mean extended illness, absence of more that 50 miles from the area or any unavoidable circumstance over which the member has no control.

LEAVE OF ABSENCE DUE TO PROLONGED ILLNESS PRIOR TO START OF LEAGUE PLAY

If a member will be absent the entire season due to medical reasons, he should notify league officers in writing prior to beginning of league play. A leave of absence will be granted to the member for the season. If member cannot return the following year, he will be dropped from the membership roster.

LEAVE OF ABSENCE DUE TO PROLONGED ILLNESS DURING LEAGUE PLAY

If a member has to drop out of the league due to prolonged illness, he should notify league officers in writing. A leave of absence will be granted to the member for the remainder of

the season. If a member cannot return the following year, he will be dropped from the membership roster.

An absentee score will be established for this player using his average. Opponents shall play against this average plus four strokes.

DISPUTES

If a dispute should arise on any point, protest must be made directly to your opponent team before teeing off on the next hole. If a dispute cannot be satisfactorily settled, it should be brought to the attention of the rules committee.

RECORDING

Each twosome is responsible for returning to the league secretary within 24 hours of play, the score card issued for that match. The card must be legibly marked, dated and signed by a member of each team. The secretary is responsible for verifying each players score, recording scores, and computing weekly league standing reports. On the scorecard, the scorekeeper will record the stroke score for each hole, if the fairway was hit, if the green was hit in regulation, the number of putts, and the number of penalty strokes (if needed).

INCLEMENT WEATHER

The Men’s Golf League will not be cancelled due to inclement weather with the exception if the Golf Course is closed. Members are requested to call the course (370-4150) if they question whether the course is open or if our league is going to play.

If lightning is in the area, play will be suspended until the lighting passes. If a lightning delay exceeds 30 minutes the round will be considered canceled unless the players in a group decide to wait longer and complete the round.

LEAGUE PRIZES

To be eligible for league prizes, members must play a minimum 2/3rds (10 games) of the scheduled regular season games. Prizes to be awarded at the end of the season are:

  1. First and second place (highest and second highest number of points won).
  2. Low gross and low net score
  3. The most fairways hit off the drive and the # of greens in regulation
  4. Fewest # of putts
  5. Low Dream Round
  6. Two or three special awards may be given if funds are available.

PENALITIES

If a competitor plays any strokes with the wrong ball, he shall add tow penalty strokes to his score for the hole and shall then play the correct ball (be sure to identify your ball prior to play). If a ball is out of bounds, there will be a one-stroke penalty along with the proper distance penalty. When a ball lies on the putting green and a players ball strikes it, the player who’s ball struck the others shall incur a penalty of two strokes and shall play his ball as it lies. The player’s ball that was struck should be returned to it’s original spot. If your opponent’s ball is in your line of play, please have him mark his ball.

WATER HAZARD

If the ball is lost in a water hazard, whether the ball is in the water or not, the player may drop a ball, under penalty of one stroke either: in the line of flight, no closer to the hole, behind the water hazard; or if the ball was played from the tee, the ball may be replayed from the tee.

If the hazard is a lateral water hazard, the ball may be played as above or dropped outside the hazard within two club lengths of the margin of either side of the hazard, opposite the point where the ball last crossed the hazard margin. Ball must come to rest no nearer the hole than that point. A player may not incur more than two penalty strokes for a water hazard perpendicular to play. The player must cross over the water after this second water ball. (If you hit into the water from the tee, you will then be hitting your 5th stroke).

RULES

If you must move your ball on the green because it obstructs someone’s putting line, mark your ball, place the head of your putter to the side (never use the entire length of

the club), and place the marker in the new position. After the other person has putted, place your putter head in correct position to return the ball marker to original position. Always move ball marker, not the ball. Never reposition your ball before you mark the spot or you will incur a two-stroke penalty. Never touch the ball with your hand before it is marked.

You must play the entire hole with the same ball. If a ball becomes so damaged that it is unfit for play, the player may substitute another after informing his opponent, placing it on the spot where the ball lay. Substitution may only be made on the hole during the play of which the damage occurred. A player must play one ball from the tee to the green, and putt with the same ball.

Never ground your club in a bunker (2-stroke penalty). If there is a stone in a bunker that might break or damage your club if you hit the ball, you may move the stone but not the ball. Anything else in a bunker (leaves, twigs, goose dung) must be left. Anything unnatural (pop cans, plastic) may be moved as long as the ball does not move.

The ball must be holed out on every green. No gimmie putts! Play ready golf!

On the green you may brush away loose debris with your hand or putter. You should fix all ball marks.

Every time you swing at a ball with the intention of hitting it, you must count a stroke, even if you stick the club into the ground 6 inches behind the ball or miss it completely. If you hit a ball in play while taking a practice swing you must replace that ball and count a penalty stroke.

We play the ball as it lies.

The rules committee welcomes any suggestions from the membership that will make league play more efficient and enjoyable for all.

ETIQUETTE

No one should move, talk or stand close to or directly behind the ball, hole, or player when a player is addressing the ball or making a stroke. Do not sit in cart or stand back and talk while waiting for your turn to tee off. When you reach the tee, foursome should stand at the tee area, club in hand, and ready to hit. In the interest of all, players should play without delay. No player should play until the players in front are out of range. We will play ready golf in order to facilitate play, instead of waiting for the player who has the honor.

If a match fails to keep its place or pace on the course and there is one clear hole in front of them, the match following should be allowed to pass (slower players should let the faster ones play through). Players searching for a ball should signal the players behind them to play through as soon as it becomes apparent that the ball will not easily be found.

There is a five-minute time limit for searching for a lost ball. (Do not search for the ball for five minutes before allowing the group behind to play through; also, allow them to

Pass out of range before continuing play). To speed up play if the ball is lost in play, even if it is not in a hazard, the player shall drop a ball as near as possible to the spot the ball is thought to be and take a 1 stroke penalty. Before you putt, take your cart to the side of the green nearest the next tee. This gets you out of the way of players behind you and speeds up play. Leave the putting green as soon as the last golfer has putted out.

On the green, be aware of your shadow. Keep it out of the putter’s vision and don’t move around.

Do not walk on any players line of play.

When the play of a hole has been completed, players should immediately leave the putting green. Count your strokes and record your scores on the score card when you reach the next tee. Always move your cart with you on every shot. Never leave your cart several yards behind. Even if you hit your ball only a few yards and go to the next shot without taking your cart with you, you slow up play! It is wise to place your cart on the opposite side of the ball from which you hit.

You may fix spike marks on the green. You must fix ball marks!

DESIGNATED ALTERNATE

Each team shall have a designated alternate. Once his handicap is established his score shall count for points. If one of the players from the team cannot make it, the player should notify the designated alternate to fill in.

A designated alternate may play for another team, if both players from his team are playing and another team needs an alternate.

If a designated sub has committed to a different team other than his own, and has not been informed by his designated before 48 hours prior the golf round, the sub will play for the requesting team. If the sub is requested to play for his designated team at least 48 hours in advance, the sub will play for his designated team.

PACERS

Pacer’s can be used to fill in when a league member is absent. Their scores will not count toward points. The team member will still compute their teammates absentee score against his opponents team. All pacers must meet the same eligibility requirements as league members do. The same rules will apply to the pacers as to the rest of the league.

The cost of golf for the pacer is $10.00 payable to the league secretary/treasurer prior to golfing for the night. Exact Change and CASH only!! If the pacer wishes to take a riding cart or a pull cart that must be paid separately at the pro shop, by the pacer.

He should also tell the pacer the price of the golf and exact change is required. A pacer should be called form the pacer list provided. The scores will be used to qualify the pacer for the following year’s league if there is a position available. If a position becomes vacant throughout the course of the season, a pacer could take over the existing spot and buy out the league member who is leaving.

The players who is going to be absent should:

    1. Arrange for an alternate.
    2. Let your teammate know if there will be a alternate.
    3. Notify the league secretary of the arrangements. (It is not the job of the League secretary to insure there is a sub for the round).
